    State Police Constitutional Framework Near Completion, Presidency Says

    The Federal Government has moved closer to the establishment of state police following significant progress in ongoing efforts to develop the constitutional and legal framework required for its implementation.

    The latest development emerged after a high-level consultation involving senior officials from the Presidency, the National Assembly, security agencies and legal authorities.

    Chief of Staff to the President, Femi Gbajabiamila, disclosed after the meeting that work on the proposed framework has advanced considerably following months of engagement among key stakeholders.

    According to him, discussions have evolved beyond the question of whether state police should exist and are now focused on designing a workable structure that aligns with constitutional provisions and addresses operational concerns.

    The proposed reform is expected to require amendments to relevant sections of the Constitution before additional legislation can be enacted to define the powers, responsibilities, oversight mechanisms and funding structure of state police formations.

    The move forms part of broader efforts by the administration of President Bola Tinubu to strengthen Nigeria’s internal security architecture and improve the capacity of state governments to respond to local security threats.

    Supporters of the initiative argue that a decentralized policing model would improve intelligence gathering, enhance response times and enable security agencies to better understand local challenges across different regions of the country.

    Nigeria currently operates a centralized policing system under the Nigeria Police Force, with security management largely coordinated from the federal level. However, increasing concerns over banditry, kidnapping, communal conflicts and other security threats have intensified calls for greater state involvement in policing.

    Government officials believe the proposed framework could create a more effective security structure capable of addressing emerging threats while supporting law enforcement at the grassroots level.

    The Presidency indicated that consultations with lawmakers, legal experts and security institutions have produced substantial progress, paving the way for the next stage of the reform process.

    Once constitutional amendments are finalized and approved by the National Assembly and state legislatures, enabling laws are expected to provide detailed guidelines on recruitment standards, operational jurisdiction, accountability measures and inter-agency coordination.

    The administration has repeatedly maintained that strengthening security remains a priority and that reforms aimed at improving public safety must be supported by appropriate legal and institutional safeguards.

    Analysts say the success of the proposed state police system will depend largely on the quality of the legal framework, the protection of civil liberties, adequate funding arrangements and clear mechanisms to prevent abuse of authority.

    The recent consultations reflect growing efforts by the Federal Government to build consensus around the proposal as policymakers seek long-term solutions to Nigeria’s evolving security challenges.

    If successfully implemented, the reform would represent one of the most significant changes to Nigeria’s policing structure since the return to democratic rule and could redefine the relationship between federal and state authorities in the management of internal security.
