    Ogun Secures Over $7bn Investment For Deep Sea Port, Industrial Expansion

    Ogun State has secured an investment framework worth more than $7 billion for the development of a new deep sea port and large-scale industrial zone designed to expand Nigeria’s maritime capacity and establish another major trade corridor outside Lagos.

    The investment covers the proposed Gateway Deep Seaport at Ogun Waterside and the Blue Marine Special Economic Zone, a 10,000-hectare industrial development that will be integrated with the port.

    Ogun State Government and global ports and logistics operator DP World formalised the investment framework through Memoranda of Understanding signed in Paris, France.

    The projects are expected to attract more than $7 billion in initial capital and support over 50,000 direct jobs when fully developed, alongside additional employment across logistics, manufacturing, maritime services and other supporting industries.

    The scale of the development could significantly alter the economic role of Ogun State, which has traditionally benefited from its proximity to Lagos but has lacked a major maritime gateway of its own.

    The proposed Gateway Deep Seaport will have a four-kilometre berth and an 18-metre draft, giving it the capacity to accommodate larger vessels used on major international shipping routes.

    That could provide shipping companies, importers and exporters with another option outside the heavily used Lagos port system.

    Nigeria’s principal maritime gateways at Apapa and Tin Can Island have historically faced congestion and logistics constraints, increasing the time and cost involved in moving cargo between ports, warehouses and industrial centres.

    The Gateway project is being structured not simply as another cargo terminal but as part of a broader industrial ecosystem.

    The adjacent Blue Marine Special Economic Zone is expected to provide space for manufacturing, processing, logistics and export-oriented businesses.

    Integrating the port with the economic zone would allow companies operating within the development to receive raw materials and production inputs through the maritime facility, process or manufacture goods within the industrial zone and subsequently move finished products into domestic or export markets.

    The structure could strengthen Ogun’s position as an industrial extension of the Lagos economy while creating a new location for manufacturers seeking access to maritime infrastructure.

    Connectivity will be central to the commercial viability of the project.

    The 28-kilometre Ogun section of the Lagos-Calabar Coastal Highway is expected to provide a major road connection between the port development, Lagos and other parts of Nigeria.

    The Federal Government expects the Ogun section of the highway to be completed before the end of 2026.

    The planned corridor is also expected to connect with other infrastructure and energy developments in the area, including the proposed Nigerian Navy Operating Base and Dockyard and the OK LNG project.

    If completed as planned, the combination of port, road, industrial and energy infrastructure could establish Ogun Waterside as a significant new investment cluster.

    The project also has implications for Nigeria’s participation in the African Continental Free Trade Area.

    Nigeria sits within a continental market of about 1.4 billion people, but the ability of domestic manufacturers to take advantage of regional trade opportunities depends partly on transport costs, port efficiency and access to reliable logistics infrastructure.

    A deep sea port connected directly to manufacturing and processing facilities could improve the ability of companies operating in Nigeria to move goods into West African and wider African markets.

    The Federal Government has committed to providing regulatory and institutional support for the development.

    President Bola Tinubu, who witnessed the signing, said the government would support the projects through regulatory certainty as well as road, rail, power and maritime-security infrastructure.

    The commitment is important because the agreements remain at an early stage.

    The more than $7 billion figure represents the initial investment envisaged under the development framework rather than capital that has already been fully deployed.

    Execution will therefore determine how quickly the proposed investment translates into construction activity, operating infrastructure and employment.

    Ogun State has already secured land for the projects and worked on the investment structure intended to reduce development risks for participating investors.

    DP World’s involvement brings an international port operator with an extensive network of terminals, logistics businesses and economic zones across global trade corridors.

    For Ogun, the economic opportunity extends beyond port revenues.

    A functioning deep sea port connected to a 10,000-hectare industrial zone could attract manufacturers, warehouses, logistics companies, exporters and service providers seeking proximity to maritime infrastructure.

    It could also increase competition within Nigeria’s port industry by providing businesses with another major gateway for international cargo.

    The development would add to the state’s existing manufacturing base and transport assets, including the Gateway International Airport and planned dry-port infrastructure.

    However, the economic impact will ultimately depend on implementation.

    Large infrastructure projects require significant financing, regulatory approvals, supporting roads, power infrastructure and coordination between federal and state agencies before reaching commercial operation.

    The next stage will therefore be critical as Ogun State, DP World and other participating investors move from the MoU framework toward financing, construction and eventual operation.

    If the investment is fully executed, the Gateway Deep Seaport and Blue Marine Special Economic Zone could give Ogun State something it has historically lacked despite its substantial industrial base: a direct large-scale maritime connection between its factories and international markets.
