The European Council chief on Thursday called for the EU to formally open membership negotiations with Ukraine “as soon as possible,” praising Kyiv’s reforms despite the nearly four-year-old war.

“We want … as soon as possible (that) we could formally open (Ukraine’s) negotiations and to move forward on this,” said Antonio Costa. “I cannot say if it is in 2027 or even in 2026 or later, but what is important is we cannot lose the momentum.”

He also lauded Ukraine’s efforts to implement deep reforms under wartime conditions, describing them as “very impressive” and crucial for stabilizing the country and ensuring prosperity for its citizens.

Calling the bloc’s enlargement the “most important geopolitical investment” the European Union can make for the future of peace and stability in Europe, he said the EU is “fully committed and engaged” in the enlargement process for Ukraine, Moldova, and the countries of the Western Balkans.

Ukraine became an official EU candidate country in June 2022, some four months after the start of the war with Russia, and President Volodymyr Zelenskyy recently said the country aims to become a member by 2027, although some member states, including Slovakia and Hungary, continue to oppose it.

After meeting with Norwegian Prime Minister Jonas Gahr Store, Costas also highlighted the enduring partnership between the EU and Norway, calling the Nordic country “one of our closest friends” and a key partner in European security, energy, and defense.

“I am glad to reaffirm our steadfast commitment to further deepening our relationship,” he said. “Together, we will continue to strengthen our ties for the benefit of our peoples and global stability.”
