    Wali as Buni’s 2027 Successor

    In the emerging narrative of leadership transition in Yobe State, the growing prominence of the echelon party decision in the state yesterday to nominate the immediate past Secretary to the Yobe State government, Alhaji Baba Malam Wali, mni, as the successor of Governor Mai Mala Buni in 2027 reflects more than political calculation — it signals a carefully considered pathway toward continuity, stability, and sustained development. His emergence as a potential successor is not a coincidence, but a logical progression plan rooted in experience, trust, and shared vision.

    To describe Wali as a “work in progress” is to recognise a leadership journey that is steadily evolving—refined by decades of public service, strengthened by administrative depth, and aligned with the long-term aspirations of the state.

    Leadership succession is often the most defining test of any administration. It determines whether progress will be preserved or reversed. In this context, any inclination by Buni toward Wali can be understood as a strategic decision rather than a political gamble.

    Wali’s career, spanning over three decades, presents a compelling case for competence and preparedness has consistently demonstrated his intellectual capacity and administrative discipline across multiple sectors of governance.

    His early career began at the Chad Basin Development Authority, followed by service at the Directorate for Social Mobilisation as a Social Mobilisation Officer. He later moved to the Borno State Government, where he served as principal research officer and rose to the position of principal private secretary (now chief of staff) to the military governor—an early indication of the trust and responsibility placed in him.

    Wali’s trajectory through public service reflects consistent growth driven by performance. With the establishment of the North-East Arid Zone Development Programme — a major Federal Government and European Union-supported rural development initiative—he was appointed field team coordinator. His exceptional delivery saw him rise to deputy programme manager and eventually programme manager, managing complex, multi-stakeholder development interventions.

     He went on to serve in several strategic directorates within Yobe State, including Director of Rural Development, Cooperatives and Community Development; Director of Personnel Management in the Ministry of Water Resources; and Director of Administration and General Services in the Office of the Secretary to the State Government.

    Upon his elevation to permanent secretary, he held key positions across critical ministries such as Sports and Social Development, Transport and Energy, Environment, and Administration and General Services—demonstrating versatility and a deep understanding of governance systems.

    Perhaps the most defining phase of Wali’s career is his tenure as Secretary to the State Government of Yobe State. In this role, he served meritoriously under both Ibrahim Gaidam and Governor Mai Mala Buni for 11 solid years, providing continuity at the very heart of government.

    As of March 2026, he holds the record as the longest-serving Secretary to a State Government in Nigeria—a distinction recognised by the Progressive Governors Forum.

    This achievement is not merely symbolic; it underscores a rare level of institutional trust, consistency, and effectiveness in coordinating government policy and administration.

    One of the strongest justifications for Wali’s emergence lies in his faith and unalloyed loyalty to the leadership philosophy of Buni. This loyalty is not transactional—it is rooted in a shared commitment to rebuilding institutions, fostering unity, and advancing development.

    Wali has been a central figure in the implementation and coordination of policies that define the current administration, positioning him as someone who understands both the vision and the mechanics of governance. His loyalty ensures that a transition under his leadership would preserve the direction and stability that Yobe State has come to rely on.

    Buni’s administration has been defined by consolidation—strengthening institutions, promoting agricultural development, and stabilising governance structures. At this critical juncture, continuity is not just desirable; it is essential. Wali represents that continuity as his familiarity with government operations at the highest level makes him uniquely positioned to carry forward existing policies while improving on them.

    Beyond administrative competence, Wali is also known for his strong moral and intellectual grounding. His background in Islamic scholarship—as a Hafiz of the Holy Qur’an-adds a layer of ethical discipline to his public service.

    Combined with his exposure to numerous professional courses across America, Europe, Asia, and Africa, Wali brings a global perspective to local governance—an asset in an increasingly interconnected world.

    What makes Wali particularly compelling is his ability to bridge the legacy of the present with the promise of the future. He is deeply embedded in the successes of the current administration while possessing the experience and foresight to adapt to emerging challenges.

    To this end, the decision by Buni to support Wali as his successor is, therefore, well-grounded. It reflects a deliberate choice to prioritise experience, loyalty, and continuity over uncertainty.

    Wali deeply understands the dynamics of governance, as he blends and works closely with both the old and young generations, providing a level playing field for anyone to contribute his quota–a deliberate effort to align with the all-inclusive leadership of Buni, who absorbed and mentored many young people into strategic leadership positions.

    “Wali after Buni” is indeed a work in progress—but it is one defined by substance, not speculation. It is a progression shaped by decades of service, tested leadership, and a clear alignment with the developmental trajectory of Yobe State.

    As the state looks ahead, the focus is not merely on succession, but on sustaining progress. In that regard, Baba Malam Wali stands as a compelling figure—one whose journey, experience, and values make him a natural continuation of a legacy already in motion.
